Terms and Conditions for 
CAD Operators
CIDB Legislation

(i) Under regulation 3(1) of the Construction Industry Development Board (Registration of Service Providers other than Consultants) Regulations 2018, no person is allowed to act as a Computer-Aided Design (CAD) Operator for Construction Works, including Draughtsman, unless he is registered with the Construction Industry Development Board (CIDB).

(ii) Any person who acts as a Computer-Aided Design (CAD) Operator for Construction Works, including Draughtsman without being registered with the CIDB shall commit an offence and shall, on conviction, be liable to a fine not exceeding MUR 50,000 and to imprisonment for a term not exceeding 1 year .

Eligibility for Registration

(i) CIDB registers ‘individuals’ Hence, firms offering CAD or Draughtsmanship services are not registrable with the CIDB. However, firms wishing to offer these services need to employ a CIDB registered CAD Operator for construction works (including draughtsman) on a full-time basis to be able to do so.

(ii) All plans/drawings must be prepared and signed by anyone of the following individuals (including plans/drawings prepared and submitted for BLUP purposes):

(a) CAD Operator for construction works (including Draughtsman) registered with the CIDB.  

(b) Engineer registered with The Council of Registered Professional Engineers of Mauritius (CRPE). 
  
(c) Architect registered with the Professional Architects’ Council (PAC).  

(iii) Registered Professional Engineers and Registered Professional Architects who are in full-time employment, whether in the private or public sector, may offer CAD and/or Draughtsmanship services and sign on the plan(s)/drawing(s) subject to prior written approval from their employer.

Application for Registration

In case a person wishes to register with the CIDB, he has to submit a duly filled-in Application Form and submit documents as required by the CIDB. He is also required to pay a non-refundable processing fee of MUR 1000 when applying.

Processing of Application

(i) Within 45 days from the date when all necessary information is obtained, the CIDB Council shall either grant or reject the application. The Applicant shall be notified of this decision within 7 days from the Council’s determination.  

(ii) Within 30 days from the date, the Applicant has been notified of the Council’s decision, the Applicant has to pay a registration fee of MUR 4,000. In case the Applicant fails to pay the registration fee within 30 days, he will have to pay the registration fee plus a surcharge of 10% of the registration fee.

Issuance of certificate

After effecting the required payment(s), the Applicant will be issued with a certificate of registration with terms and conditions attached. The certificate shall be valid for 2 years.

renewal of certificate

(i) At least one month prior to the expiry of the certificate, the holder of the certificate is required to apply for renewal and pay a renewal fee of MUR 4,000. Thereafter he will be issued with a new certificate.  

(ii) In case the holder of a certificate applies for renewal after the expiry of the period of validity of the certificate, but within 30 days thereof, he will be required to pay a surcharge of 25% of the renewal fee. No processing fee is chargeable at time of renewal.  

(iii) A registration certificate shall lapse within 30 days of the expiry of its validity. Hence, a person wishing to register with the CIDB, has to re-apply for registration and pay the appropriate fees.
